The federal government has an almost $5b disaster fund it's hardly touched. Is now the time to start spending it?

Just $150 million from a $5 billion fund has been set aside for disaster-mitigation projects, and much less than that has actually been spent. It's prompted the question: With a big slice of eastern Australia either underwater or recently underwater, could that money be doing a lot more?
